Claudia Scott is a professor of public policy at the Australia and New Zealand School of Government at Victoria University–Wellington. Karen Baehler is a senior lecturer at the Australia and New Zealand School of Government at Victoria University–Wellington. She is the coauthor of Rural Development in the United States.
