These studies show thatprofessional training and distortions alone cannot ex plainthe rise of routine behavior and dysfunctional "viciouscircles." The role of various bureaucratic systems appearsto depend on the pattern of power relation ships betweengroups and individuals. Crozier’s findings lead him to theview that bureaucratic structures form a necessary protectionagainst the risks inherent in collective action.Since systems of protection are built around basiccultural traits, the author presents a French bureaucraticmodel based on centralization, strata isolation, and individualsparkle-one that that can be contrasted with anAmerican, Russian, or Japanese model. He points out howthe same patterns can be found in several areas of Frenchlife: education, industrial relations, politics, business, andthe colonial policy.
