From Envisioning to Designing e-Development

This publication examines the preparation and design of the e-Sri Lanka development programme, a World Bank-funded programme in Sri Lanka to invest in the necessary IT resources and infrastructure to enable it to join the global knowledge economy. Topics discussed include: the collaborative nature of the programme and the role of key stakeholders, guiding principles and how funding was secured; the strategic context; developing the capacity of the ICT industry and human resources, including the software and information services sector, and the capacity-building and industry promotion fund; and the strategy to extend access to services, including policy and regulatory reforms.
