Global Development and Human Security explores thepossibility of connecting all countries to the global economywhile defusing the social tensions and managing thesecurity risks that can result from exposure to a turbulentinternational system. The complex intersection betweensecurity and development policies has not been adequatelymapped or explored. Frail and failing states that lack soundmarket and security institutions are the weak links in aninterconnected global system. Yet aid allocation principlesdiscourage engagement with these "difficult partners,"and the insular culture of development assistance hindersinteraction with the security community. In a world besetby "problems without passport" (infectious diseases,environmental pollution, international crime, conflictspillovers, terrorism, etc.), a new paradigm should supplantthe now obsolete development consensus.The authors took stock of current development practicesthrough the prism of Sweden’s Shared Responsibilitybill, which addresses peace, security, opportunity, environmentalconservation, human rights, and democracy. Theresulting volume draws the implications of emerging threatsto global peace and prosperity for development policy andpractice. It seeks to build bridges of understanding betweenthe development community and the security establishmentby bringing together lessons of experience currentlyscattered in the literature. Each chapter is self-containedand includes policy findings and recommendations.The book is principally aimed at practitioners who needup-to-date knowledge about security and developmentissues.
