The Role of Strategic Intelligence in Law Enforcement Policing Transnational Organized Crime in Canada, the United Kingdom and Australia

In today's complex and ever-changing criminal environment, law enforcement agencies have become increasingly aware that their capabilities have been substantially surpassed by the number of criminal acts and rapid expansion of globalized crime. However, despite the growing impact of transnational organized crime (TOC), our understanding of the role of strategic intelligence in combating crime remains limited.

The Role of Strategic Intelligence in Law Enforcement explores how strategic intelligence can support decision-makers in complex national policing organizations to prevent, detect, disrupt and investigate TOC. The authors examine four national law enforcement agencies in Australia, Canada and the United Kingdom, and argue for the development of empirically-grounded intelligence theory for law enforcement. In doing so they develop two conceptual frameworks to better integrate strategic TOC intelligence within law enforcement agencies and enhance the interface between strategic TOC intelligence, the policy process and strategic decision-making.

John Coyne is the Coordinator of Strategic Intelligence Services, Australian Federal Police. He has worked has worked as an intelligence professional at tactical, operational, and strategic levels across a range of public and private sector organizations for almost 20 years.

Peter Bell is a Senior Lecturer at the School of Criminology and Criminal Justice, Griffith University, Australia. He has held senior intelligence positions with various law enforcement organizations, including the Australian Bureau of Criminal Intelligence (ABCI), the Queensland Police Service (QPS) and the Organized Crime Agency of British Columbia (OCABC).
