Tools for Education Policy Analysis

This training manual provides a practical assessment tool for policymakers to evaluate education service delivery and increase cost-effectiveness of scarce educational resources. Training modules cover a range of topics including: diagnosing structural weaknesses; cost-effectiveness analysis; teacher deployment and classroom processes; teacher training and pay; policy issues in the schooling of girls; economic analysis of educational technology; comparative policy analysis; and regression analysis. It includes a CD-ROM containing statistical models which the user can apply to their own specific educational systems and data. This manual is designed to help policymakers in low-income countries but will also be of use to policymakers and education specialists in developed countries.
