Alleviating poverty through direct assistance as well as by promoting economic growth is a World Bank objective. In the new economy where goods and services are increasingly negotiated, ordered and handled electronically, the main bottleneck in the economy is more than ever delivery, that is transport and logistics, especially at national frontiers where the procedures are often complex and lengthy. This methodology provides an analytical framework for determining the special characteristics of a country, or border entry and import point.
