The risk management approach to environmental and public health policy is often perceived by environmentalists as a tool to block regulation of industrial pollution. In The Greening of Industry: A Risk Management Approach, John D. Graham, Jennifer Kassalow Hartwell, and their colleagues at the Harvard Center for Risk Analysis present six case studies which provide examples of how federal risk-based regulation has influenced industry's investment in pollution prevention and control. The authors trace the impact of risk management on the regulation of lead in gasoline, ozone-depleting chemicals, and emissions from the dry cleaning, pulp and paper, coke, and municipal waste combustor industries. Using these case studies as raw material, the final chapter assesses the role risk management has played in industry's environmental decisions and proposes steps that may be taken to further its contribution to achieving environmental goals.
