Beginning with the history of the nuclear zero movement, Getting to Zerodocuments the successes and failures of six decades of attempts to control nuclear weapons proliferation, lays out the past decisions of the major nuclear states that form the context for the current initiatives, and analyses the policies of the regional powers--both nuclear and "potentially nuclear"--that will frame the prospects for getting to nuclear zero.
