Kirkegaard explores the increasinglydysfunctional state of present UShigh-skilledimmigrationlaws andrecommendsa coherent setof immediatereforms, whichshould aimto facilitatecontinuously high and increasinglyeconomically necessary levels of highskilledimmigration to the United States.In recent decades American skill levelshave stagnated and struggled to make theglobal top 10. As baby boomers retire,the United States risks losing these skillsaltogether. In response, the United Statesshould address high-skilled immigrationin its broader foreign economic policiesto remain a global leader in the face ofaccelerating global economic integration.
