David Ngaruri Kenney is a graduate of the Columbus School of Law of the Catholic University of America and is pursuing a career in public service at the Montgomery County State's Attorney's Office in Maryland. Philip G. Schrag is Professor of Law and Director of the Center for Applied Legal Studies at Georgetown University Law Center. He is the author of many books, including Refugee Roulette: Disparities in Asylum Adjudication and Proposals for Reform, with Jaya Ramji-Nogales and Andrew I. Schoenholtz, and A Well-Founded Fear: The Congressional Battle to Save Political Asylum in America.
