Andy's Montana's body is found by his next door neighbor inside a waterbed mattress. Detective Milo Necalli, an energetic veteran investigator, is assigned to explore the circumstances surrounding this unusual death. The autopsy reveals Andy engaged in sex just before he died implicating a number of unidentified women Andy dated. Necalli must find and interview these women, and determine if there is a causal connection between the women, Andy, and his death.Necalli zeros in on his prime suspect, Mary Banks. She allegedly commits suicide, and puts his case at a dead end. Then a corrupt state senator's estranged wife, and the sister of Andy's boss, is subsequently found dead in the Attorney General's parking lot. Necalli comes into information implicating the senator in a cornucopia of intrigue, deceit, and political corruption, pointing toward murder. Further evidence convinces Necalli the three deaths are interrelated, and he finds himself challenged to the extents of his experience and knowledge, and taxed to the limits of his patience. Through sheer determination, Necalli eventually determines an extortionist is the killer. Through his DEA contact he learns the location to where the off shore bank is mailing the extortion checks. With an arrest team Necalli arrives at the address only to discover someone ahead of him in the shadows preparing to confront the mysterious occupant behind the apartment door. Necalli is caught in a classic dichotomy. His desire to make an arrest is overruled by his need to hear an uncoerced confession by a wanton killer, and at the same time not be responsible for a preventable murder. When confronted by the dark clad assailant the killer confesses all and is overheard by Necalli and his team. Without warning the killer aggressively attacks the assailant and they struggle for the gun. The police quickly move into the apartment and subdue both the assailant and the killer.
