This study examines how cooperation between private and public enterprises in Japan--known as a "latecomer" to industrial development--contributed to a highly integrated and responsive technological base. Drawing on case studies from the computer and telecommunications industry, Donna Doane shows how three phenomena enabled Japanese enterprises to "catch up" during the 1960s and 1980s: multistructured industry, family-based industrial networks, and a distinct government-industry relationship. Lessons for other industrial, and especially developing, countries are drawn.
