In April 1956, PortlandOregonianinvestigative reporters Wallace Turner and William Lambert exposed organized crime rackets and rampant corruption within the city's law enforcement institutions. The biggest scandal involved Teamsters officials and the city's lucrative prostitution, gambling, and bootlegging operations.
