Internet service providers, application service providers, and network service providers are desperately searching for new ways to make money. Their revenues are flat and they need a growth plan to lure more customers. There is a solution: any service provider can actually become a mini-telephone company called a CLEC (competitive local exchange carrier) and immediately expand their service greatly to get those new customers. However, it's very difficult from both a technical and business standpoint.
