Susan Zimmermann fulfills her promise of an "integrative" history splendidly. Her book weaves together the different policy areas of assistance to the poor, social reform and social insurance; it masterfully considers the full scope of civic, charitable and public actors and programs. Finally, and perhaps most innovatively, the author places Hungary before 1914 resolutely on the European map of welfare state development, and thus sets the stage for future comparative and transnational history.
