At the beginning of the new millennium, the EU and its neighbours are faced with new challenges that shape their mutual relations. After the biggest enlargement, and pending the outcome of the most radical 'constitutional' revision in its history, the EU will have to re-examine its external relations with its neighbours. This book analyses the impact of enlargement, and the agreement on the text of the Constitutional Treaty, on both the external relations of the EU and its internal organisation. Chapters devoted to specific countries or regional groups of countries each begin with an overview of the legal documents and institutional framework for the relationship, and contain: a brief historical and political account of relations; a general legal analysis of relations; an analysis of some specific legal issues characterizing the nature of the relations with the EU; and some remarks on the impact of enlargement on the relationship.
