Anhand der wichtigsten Staatsphilosophen und -theoretiker sowie ausgewahlter Staatspraktiker fuhren die Artikel in alle Facetten des Staatsdenkens ein. Dabei kommen philosophische, theologische, juristische, historische, politische und soziologische Gesichtspunkte zur Sprache. Eine epochenspezifische Systematik ist nicht vorgegeben, vielmehr werden die Staatsdenker in alphabetischer Reihenfolge behandelt, um Vergleiche uber alle Epochen, Kulturkreise und Ausrichtungen hinweg zu erleichtern.
