Chinese government under different generations of leadership has used different concepts and principles to characterize its foreign policy-from Mao Zedong's "Five Principles" to Deng Xiaoping's "independent and peaceful foreign policy" to Hu Jintao's "peaceful development" and "harmonious world." After the introduction of "peaceful development," Chinese leadership under Hu Jintao has officially introduced the concept of "harmonious world" as the basis for its foreign policy principles and goals. However, questions remain about the exact meanings of these principles and slogans and their implications for Chinese foreign policy behavior.
