Understanding the dynamics of the illiberal practices of liberal states is increasingly relevant in Europe today. This book examines the changing relationship between immigration, citizenship and integration in the European and national arenas, and the dilemmas posed by integration policies to fundamental rights and the rule of law. It studies some of the effects and open questions inherent to the exchange of information and coordination of national public responses on integration of third country nationals in the so-called 'EU Framework on Integration', as well as their compatibility with a common European immigration policy driven by a rights-based approach and the respect of the principles of fair and equal treatment. It reviews key Member States experiences and practices regarding immigration and citizenship laws, and the use that they are making of integration measures. The constructed normative framing of integration into immigration and citizenship law and the ways in which policy convergence is being achieved through the 'EU Framework on Integration', raises a number of conceptual, political and legal dilemmas in need of reflection and study. These dilemmas might put social inclusion and liberty at stake in an enlarged European Union.
