This study examines how unions representing telephone workers--one in Mexico and one in British Columbia, Canada--have responded to changes in technology, work organization, and government policy stemming from the rise of a more global economy. By analyzing the actual record of two unions in the highly internationalized telecommunications industry, however, a different picture emerges.
