Nearly ten years after the Soviet threat collapsed and the cold war ended, the mission and purpose of the military alliance created to meet the challenge posed by that threat remain very much in doubt. The Atlantic Alliance's 50th anniversary in April 1999 provides an opportunity to define a new course for the most successful alliance in history. This book, enriched by the discussions of a study group consisting of prominent current and former officials from the executive branch, Congress, and diplomatic corps, as well as leading academic experts, proposes such a new direction.
