1918. This is a collection of messages and addresses given by President Wilson during his first term of office and within the first few months of his second inauguration. As expected, they cover a wide range of subjects and primarily fall into two classes: foreign and domestic affairs. On foreign issues he deals with the neutrality of the United States in the war said to have started with Germany's declaration against Russia in 1914, those delivered when war between the US and Germany loomed large upon the horizon, and those delivered after the outbreak of the war.
