Laurence J. O'Toole, Jr., is the Margaret Hughes and Robert T. Golembiewski Professor of Public Administration and Distinguished Research Professor at the University of Georgia, Athens. He also holds an academic appointment as a professor in the Faculty of Management and Governance at Twente University in the Netherlands. Kenneth J. Meier is the Charles H. Gregory Chair in Liberal Arts at Texas AM University, College Station. He is also Professor of Public Management at Cardiff Business School. Both authors are recipients of the two most significant research awards in the field of public administration: the John Gaus Award from the American Political Science Association for a lifetime of exemplary scholarship in the joint tradition of political science and public administration, and the Dwight Waldo Award of the American Society for Public Administration for persons who have made outstanding contributions to the professional literature of public administration over an extended career. They have garnered many other awards for their research and are both past presidents of the Public Management Research Association.
