Walton Conover: retired marine colonel and retiring Public Works director, who envisions one last glorious beachhead to stand against his own advancing years. Carl Philip Endicott: mysterious underworld kingpin who presents a plan that shocks even his own hardened associates. And of course, the men of the Public Works: an oddball collection of individuals who exhibit a surprising willingness to extend their vocational expertise into the unknown.
