During the late 1980s, the reportAdministering for Excellence(the Picot Report), and the Labour Government's definitive policy response,Tomorrow's Schools, ushered in a new era in New Zealand. In what was seen as a decisive stroke, New Zealand's 110 year old three-tiered education system was swept away to be replaced by a two-component system, consisting of a new Ministry of Education and individual learning institutions. This timely book argues that the New Zealand educational reforms were the product of longstanding unresolved educational issues that came to a head during the profound economic and cultural crisis of the 1970s and early 1980s. As such, they reflected a complex mixture of both right-wing and left-wing ideals, and local and international influences in which no single group emerged victorious. In thus viewing educational reform within the wider context of public policy making, this book aims to make a wider contribution to the global policy debate.

Roger Openshaw holds a Personal Chair in History of Education in the School of Educational Studies, Massey University College of Education. He had six years teaching experience in New Zealand primary and intermediate schools prior to becoming a university researcher and teacher. His current research interests include the history and politics of literacy in England and New Zealand, social studies and citizenship education, school curriculum policy and history, the politics of ethnicity, and the changing nature of educational theory and practice. He has written/co-written/edited/co-edited many national and international articles together with nineteen books and monographs including: Reading Across International Boundaries. History, Policy and Politics (with J. Soler, 2007); Information Age with E. Rata, 2006); Public Policy and Ethnicity. The Politics of Ethnic Boundary-Making (with J. Soler, Palgrave MacMillan, 2006). Literacy Crises and Reading Policies. Children still Can’t Read (with Y. Nozaki and A. Luke, 2005). Struggles Over Difference. Curriculum, Texts, and Pedagogy in the Asia-Pacific (2005), the last being the recipient of an Outstanding Book Award in 2006. He received a Distinguished Fellow Award from the University of Auckland in 2008.
