Vice and Virtue

The city is described in terms of what should be and not as how anything could ever exist in an imperfect world. There is little in common with the way things are. It is a beautiful city. Exotic plants and flowers blossom everywhere. There aren't any laws. Everyone knows the difference between right and wrong and abides by that knowledge. Therefor, no conflicts ever occur. The physical, mental and spiritual fuse as one, so there's no problem with individual psyches.
