Nonprofit organizations play an increasingly important role in delivering basic government services in the United States. Yet they are discouraged by federal law from participating in legislative lobbying, even on issues that clearly impact their clients. Without the involvement of these groups in the governmental process, the vulnerable populations they serve are left without effective representation.
